1. CMA Officers

1.1 Elected Officers

Collins Model Aviators' (CMA) general membership shall elect officers annually to handle business aspects of CMA affairs. The minimum set of officers shall include:

  • President
  • Vice President
  • Secretary/Treasurer
Rockwell Employee Services maintains the financial records for CMA.

1.1.1 Elections

Nominations from the membership for elected officers may be submitted to any current elected officer between the October through the November meeting. A ballot will be mailed to each current member at least 2 weeks prior to the December meeting. Ballots must be returned to the Vice President by the December meeting. Results of the election shall be counted by the officers and made public at the CMA club meeting in December.

1.2 Other Officers

These officers are elected by a simple majority vote at any regular scheduled monthly CMA meeting. Their term in office shall be for that calendar year.

1.2.1 CMA Officers

CMA will elect officers as required by AMA guidelines. Some examples are a Field Marshall, and Safety Officer.

1.2.2 CMA Positions

CMA will fill positions as required to maintain proper communication, to facilitate CMA operation, and coordinate special events. Some examples are Newsletter Editor, Webmaster, and Event Coordinator.

2. AMA Charter

CMA shall be required to be an Academy of Model Aeronautics (AMA) chartered club. The AMA Charter provides CMA, CMA members, spectators, and the flying site owner with liability and medical insurance. The flying site owner must be named as "additional insured" on the AMA charter.

CMA shall renew its AMA charter each year. Submission of AMA charter renewal forms is the responsibility of the Secretary. The AMA requires the charter renewal forms be received no later than March 31 of each year in order to continue seamless insurance coverage.

CMA's charter number is 3257.

3. Membership

3.1 Eligibility

Eligibility for membership in CMA shall be limited to the following:

  • Current Collins employee/spouse
  • Retired Collins employee/spouse
  • Current Collins contract worker
  • Co-op student
3.1.1 Children

Due to Employee Services' policy, children (dependents 18 years of age and younger of Collins employees) are not eligible for formal membership in CMA. CMA, however, encourages enjoyment of model aviation by all ages.

3.2 Dues
  • Dues shall be paid by members on an annual basis for the current calendar year.
  • First eligible member of household: $20.
  • Second eligible member in any household: $10
  • Provisional member: will be the current dues that the AMA charges for its Youth membership without magazine.
3.3 Membership Cards

Each paid member shall receive a membership card that identifies him/her as a CMA member for the current year. Production and distribution of membership cards shall be the responsibility of the Secretary. All CMA members, by the end of the March meeting, will receive a membership card by the end of the April meeting. Those who either renew or join after the March meeting, will receive their membership cards in a timely manner.

4. Meetings

CMA club meetings will take place at Rockwell-Collins Main Plant cafeteria on the first Thursday of each month at 5:00pm. Unless otherwise noted. Neither employee badges nor property passes are required for this facility. The President has the authority to notify the membership of any changes to the time and place of the monthly meeting.

5. Financial

5.1 Subsidy

Rockwell Employee Services subsidizes CMA. The amount of subsidy for the following year shall be determined after review of club membership, activities, and expenses by Employee Services and CMA officers. Cutoff date for subsidy shall be Nov. 15 for the following calendar year's membership.

5.2 CMA Account

All CMA dues from eligible members shall be kept in a corporate account provided by Employee Services.

Funds collected from eligible dues shall be kept separate from subsidy money provided by Employee Services. Money for purchases must first be drawn from the dues account. Once the dues account is empty, then subsidy money may be used. The account containing subsidy money shall be spent by the end of the fiscal year.

5.3 Spending Authority

Elected officers may authorize spending CMA funds as deemed necessary and timely up to and including $100.00 per month. Any expenditure above $100.00 requires a simple majority vote at any regular scheduled monthly meeting. Only elected officers submit an expense report to Employee Services in order to request a check from the CMA account. The Secretary shall obtain an account balance sheet from Rockwell Employee Services before each CMA meeting and report it and all financial transactions to the general membership.

5.4 Assetts

CMA assets purchased after May 28, 1993 shall become Rockwell Collins corporate property. Purchases after May 28, 1993 must have the approval of Employee Services.

6. Flying Site

6.1 Access

Once a member passes a one-time pilot proficiency (e.g. solo) test in the presence of a CMA flight instructor he/she will be allowed unrestricted access to the flying field. Any individual that flies at the CMA field, is required to have current AMA insurance except under special circumstances as called out in the AMA guidelines. CMA reserves the right to restrict any person from the CMA flying site if that person repeatedly violates flying site rules or is a safety hazard to others.

Simultaneous operation of aircraft with widely differing flight characteristics can represent a safety hazard. CMA reserves the right to regulate operation of certain types of aircraft, on any or all of its fields, or to restrict their operation to certain days or times. Any restrictions will be noted in the field rules for each flying site.

6.2 Guests

Guest modelers are allowed to fly at the CMA flying site only while under the supervision of a CMA member with flying site access. It is the duty of the CMA member to brief the guest on flying site rules, including mandatory AMA insurance. The actions of the guest are the responsibility of the CMA member hosting the guest. CMA reserves the right to ban any guest from the CMA flying site if that person repeatedly violates flying site rules or is a safety hazard to others.

6.3 Field Rules

The CMA will organize flight and ground operations at its flying sites through field rules that comply with the AMA National Model Aircraft Safety Code.

6.3.1 General Field Rules

General field rules apply to all CMA flying sites, at all times, on all dates, unless the rule specifically states otherwise. CMA field rules will be published as a separate document.

6.3.1.1 Creating or amending general field rules

Field rules may be created or amended by two-thirds (2/3)-majority vote at two consecutive regular scheduled monthly meetings.

6.3.1.2 Emergency Field Rules

An emergency field rule may be created as the need arises due to specific conditions at the flying site(s). The purpose of this type of field rule allows implementation of a field rule immediately while adhering to 6.3.1.1. To create an emergency field rule, two (2) elected officers, the Field Marshall or Safety Officer, and one (1) member with unrestricted field access must all agree to its implementation. It will then be brought up at the next regular scheduled monthly meeting to be put to vote as in 6.3.1.1.

6.4 Rental

The Secretary shall be responsible for ensuring that any yearly field rental expenses are paid.

7. Flight Training

CMA shall have a formal flight training program, with approved flight instructors and a flight-training manual. Each flying season (typically May through October) the flight instructors shall set a schedule for training; listing times when instructors will be present at the flying field, weather permitting.

7.1 Flight Instructors

Individuals may become flight instructors by passing a flight instruction test in the presence of a current CMA flight instructor.

8. Amendments

CMA bylaws shall be amended according to the following procedure:

  1. A proposed bylaw amendment is presented to the members present at a meeting. The proposal is discussed and, if decided that the amendment is worthy, the wording is decided. The proposal can be tabled until the next meeting for further discussion. The final wording is voted on by the members present at the meeting.
  2. After the wording of the proposed amendment has been voted on the amendment is printed on a ballot and distributed to the current members.
  3. The proposed amendment ballot must be mailed to the membership so as to be in their possession at least two weeks before the meeting where the final approval vote is to be taken. The ballot shall include the proposed amendment, with instructions about to whom to return the ballots, and when the final vote count will take place.
  4. Ballots can be returned to one of the officers before the final vote meeting, or can be brought to the meeting.
  5. The vote is to be a paper ballot. Only the ballots returned by the final vote meeting will be counted.
  6. The proposal is approved and the bylaws amended if a two thirds (2/3) majority of the ballots received approve the amendment.
  7. The secretary shall record the vote and amend the bylaws as voted upon.
